As far as I know the highest ME on a T2 ship BPC achievable is ME 5 with a Process decryptor. I'm seeing higher ME BPCs on contract (But not ME 10, those if any I would assume come from T2 BPOs). How is this possible?

IMO getting positive faction standing with all 4 empires requires reasonable effort. Getting 5+ with all 4 is a lot of work.
